Judy Zhu is a Director at Perun Consultants with more than 17 years of experience.
Judy specialises in corporate restructuring, insolvency, independent business reviews (IBR), financial and risk advisory, NPL disposals, and distressed asset transactions. She has led significant strategic planning and financial advisory projects for state-owned enterprises (SOEs) and local governments in the Greater Bay Area, in addition to assisting Big Four Chinese banks, asset management companies (AMCs), and special situations funds on sourcing, structuring and refinancing of distressed investment opportunities. Judy also acts as a court appointed liquidator of companies engaged in manufacturing, retail, construction, logistics and tourism.
Prior to joining Perun Consultants, Judy worked at a Big Four accounting firm in both the Audit and Transaction & Restructuring Advisory Services departments.
Representative engagements
Acted as restructuring & financial advisor in a state-owned capital and industrial restructuring which assisted the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) in preparing detailed restructuring plans. The restructuring plan has been highly recognised by the Guangdong provincial government.
Appointed as restructuring advisor to provide IBR services for real estate companies with over CN¥12 billion in debts, covering assets, liabilities and business operation, cash flow management, markets, laws and regulations, and formulated feasible asset revitalisation and debt repayment plans. Assisted in negotiation and communication with major creditors, monitored the progress of subsequent project development and debt repayment, and ensured the implementation of the restructuring plan as scheduled.
Entrusted by the local Finance Bureau as to act as financial advisor, provided due diligence, asset collection management, debt repayment and daily monitoring services for the liquidation of the largest individual lending platform in Southern China.
Acted as a financial advisor to the GBA government in relation to major investment projects. Led several business teams to provide due diligence, market analysis, cash flow forecasting, equity valuation, transaction models design, and tax planning. Provided strong data support for government decision-making and effectively avoided major potential economic losses of several hundred million yuan.
Appointed as financial advisor to provide financial and risk consulting services for a trust company during the debt recovery process. Evaluated the feasibility of different strategies and assisted in formulating a reasonable risk project redemption plan, ensuring the daily operation of the trust while meeting regulatory requirements.
Acted as transaction & financial advisor, assisted Big Four Chinese banks and commercial banks with NPL disposals in China. Set up the first NPL team of more than 30 people, created a systematic training process, standardised the service scope and deliverables, and improved work efficiency and quality. The team continued to provide services to a number of banks and successfully disposed of NPLs worth hundreds of billions.
Acted as administrator in the liquidation of Guangdong International Trust and Investment Company (GITIC), the first insolvency case of an SOE in China involving overseas subsidiaries and thousands of domestic and foreign creditors, and the first case in China where the creditors’ rights were 100% recovered.
Participated in and assisted in the completion of annual and interim audits of SOEs, FIEs and listed companies, covering industries such as manufacturing, retail and telecommunications.
